Webster A. Duncan, Jr. has been a teacher, coach, principal, Supervisor of Instruction, and civic leader in the Oakdale community. Duncan was born in Bastrop, Louisiana in 1933. He graduated from Morehouse High School in 1951 and went on the receive both a B.S. and Master's degree from Southern University in Baton Rouge.
He started his teaching career in 1955 at Carver High School in Kinder, and was drafted into the U.S. Navy after working two months and one week. After serving 21 months in the Navy, he returned to the Allen Parish school system as a teacher and coach at Allen High School in Oakdale. Duncan coached boys basketball at Allen High School for 11 years, from 1957-1968.
His teams won seven district championships, and two state AA championships, one in 1963 and one in 1966. They were state runners-up in 1965. The 1963 team had a 35-1 record. Duncan's coaching record was 277 wins and 91 losses. Duncan was appointed principal at Allen High School after the death of Principal T.E. Butler.
He remained there until the school closed in 1970. true calling He served as assistant principal at Oakdale High School from 1970 to 1973. He was appointed principal of Oakdale Junior High in 1972, becoming the first black principal in the Allen Parish school system at a former white school. In 1974 Duncan became the first black Supervisor of Instruction appointed by the Allen Parish School Board.
He served in this position until his retirement in 1987. Duncan taught at the Allen Correctional Center for 12 years after retirement from the Allen Parish school system. Throughout his entire career in education, Duncan believed it was his calling to help others to become better citizens in society. He is a member of the Oakdale Housing Authority Board, Recreation District #1 Board, and formerly a member of the Oakdale Planning Commission and the Oakdale Vo-Tech Advisory Board. Duncan is a longtime member of Greater Hayes Chapel A.M.E.
Church and in the past has served on several boards, including the Trustee Board, and served as chairman of the Finance Committee for many years.
